Well, depending upon where you live...
You have to apply for grants/applications through the state in which you live. Since you have ';quotas'; you probably won't be able to do it.
You would also need to pass inspections of all kinds including a background check.
So, I would say it's very hard. Since you have ulterior motives, I would quit right now and avoid the embarrassment of a local news station showing up and pushing a microphone in your face and asking you even more embarrassing questions.
