What is ';semi-casual attire with an elegant touch'; for a teenage girl?

Going to a candle light party and have NO clue what to wear. Any suggestions or ideas? Im cheap and gotta wear what ive go so please no prada bags or expensive brands!! Thanks so much in advnce!!What is ';semi-casual attire with an elegant touch'; for a teenage girl?
I would go with a skirt or straight pants and a little bit fancier top.

well, you could always wear a dress, nothing too dress, like a simple baby doll dress and then leggings and boots, or flats :)


or you could wear jeans, a plain shirt and a sweater.


or a pair of dark jeans and black flats, with a button up shirt


DONT WEAR POTATO SHOES OR SNEAKERS !
Some dress pants, a blouse and a nice vest to put over it. That would be kinda nice. Or a skirt and a blouse. Maybe a pashmina scarf with that, those can be bought anywhere inexpensively, like I got one at Wal-mart for 10 bucks.
Well I don't know what you already have, just wear what you think looks the dressiest.
